Ingredients
2 tablespoons olive oil
1 red onion, diced
1 green bell pepper, diced
1½ tablespoons all-purpose flour
4 cups vegetable or chicken broth
300g dry penne pasta
2 cups heavy cream
6 tablespoons pesto sauce
1 tablespoon garlic powder
1 tablespoon dried oregano
2 teaspoons salt
1 teaspoon black pepper
Grated Parmesan cheese to taste
Fresh parsley, chopped for garnish

Instructions
Prepare your workspace and gather all ingredients.
Heat olive oil in a large pot and sauté diced red onion and bell pepper for 5-7 minutes until softened.
Add flour to vegetables and cook for 1 minute, stirring well.
Pour in broth and bring to a simmer; add penne pasta.
Cook pasta uncovered, stirring frequently until al dente.
Reduce heat and mix in heavy cream until warmed through.
Stir in pesto sauce until fully incorporated.
Add seasonings and Parmesan, mixing until melted.
Taste and adjust seasonings as necessary.
Serve in bowls, garnished with parsley and extra Parmesan.
